Job summary

City of Tucson is seeking a Substance Recovery Program Manager for the Police Department to oversee non-enforcement outreach tied to the COSSUP grant. You will supervise Community Safety Navigators and coordinate field-based outreach with partner agencies.

You will work with public safety, health, and community partners to improve referrals, track data, and support access to housing, treatment, and recovery services. This exempt, full-time role requires flexible hours and background checks.

Qualifications

• Bachelor's degree required.
• Three years of relevant experience.
• Equivalency: any combination of education and experience may be substituted on a year-for-year basis.

Responsibilities

• Oversees overdose prevention and substance use response activities funded by the COSSUP grant.
• Provides leadership to Community Safety Navigators in outreach and service connection for at-risk individuals.
• Collaborates with public safety, public health, and behavioral health entities to improve referrals and access to care.
• Manages data tracking and reporting aligning with program goals and documented activities.
• Supports distribution of overdose prevention supplies and connects individuals to housing, treatment, and recovery resources.
