Job summary

Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) seeks a Substance Abuse Services contracts manager (Program Administrator II) to oversee statewide contracted treatment services and ensure consistent program delivery across facilities.

The role monitors contract compliance, vendor performance, data reporting, and the quality of SUD services, while coordinating with internal and external partners to support strategic planning and continuous improvement.

Qualifications

• Master’s degree from an accredited school.
• Three or more years of progressive managerial experience.
• Experience with corrections or ADCRR policies and procedures.
• Counseling licenses from the Arizona Board of Behavioral Health Examiners.
• Three or more years of experience in LEAN processes and spreadsheets.

Responsibilities

• Oversees statewide contracted substance abuse treatment services and ensures compliance with applicable laws, rules, regulations, contracts, policies, and procedures.
• Serves as the primary liaison between ADCRR leadership, facility administrators, private prisons, and contracted providers.
• Monitors provider performance, enrollments, documentation quality, program fidelity, and statewide treatment capacity.
• Conducts documentation audits, reviews group observations, and verifies curriculum fidelity.
• Ensures the accuracy of ACIS reports and treatment‑related data; develops/manage spreadsheets and performance metrics.
• Identifies service gaps and recommends program improvements for statewide delivery.
• Coordinates with operations staff to resolve facility, movement, and scheduling issues.
• Participates in recruitment activities and vendor relationship development.
• Reviews/updates policy and procedures to align with current practice.
• Plans and coordinates meetings, prepares evaluations, and manages administrative schedules.
