Job summary

Jobtailor in Fairfax, VA seeks a skilled Subcontract Administrator to manage complex government contracts from bid through award and execution. You will prepare SOWs, terms, and evaluation criteria for complex procurements and negotiate terms with subcontractors.

The role requires deep CPSR familiarity, FAR knowledge, and the ability to monitor performance against cost and schedule. Travel up to 10% is expected; Secret clearance is preferred but not required.

Qualifications

  • 6+ years of relevant experience with a Bachelor's degree, 4+ years with a Master's, or 10+ years with a High School Diploma or equivalent.
  • Functional knowledge of CPSR compliance requirements.
  • Knowledge of FAR Part 12 and FAR Part 15.
  • Knowledge of FAR, DFARS, public law, and commercial contract management principles.
  • Ability to obtain Secret clearance (preferred).
  • Travel: 0–10%.

Responsibilities

  • Manage complex subcontract agreements from capture and proposal through contract award and subcontract execution.
  • Prepare solicitation documents for complex procurements, including statements of work, terms and conditions, flow-down terms, evaluation factors, and Requests for Proposal measures.
  • Negotiate complex terms and conditions and pricing.
  • Review technical and cost/price bid volumes and resolve disagreements between HII and subcontractors.
  • Ensure receipt, accuracy, and timeliness of subcontractor deliverable documents.
  • Monitor subcontractor performance against timeliness, cost, and technical objectives.
  • Prepare price analyses, negotiation memoranda, written reports, letters, and memoranda.
  • Maintain CPSR-compliant subcontract files.
  • Review audit files for compliance with purchasing systems, industrial and government contract requirements, and internal procurement policies.
  • Prepare and present briefings to staff and management on subcontracting matters.
  • Attend program leadership meetings and address cross-functional questions or concerns.
  • Coordinate subcontracting activities with internal and external sources.
  • Consult with legal, technical, financial, and managerial staff regarding subcontract awards and technical performance.
  • Provide guidance to less experienced Subcontract Administrators
  • Perform additional duties and responsibilities as assigned

Requirements
  • 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience
  • Intricate, functional knowledge of CPSR compliance requirements
  • Knowledge of and ability to negotiate multiple agreement types, including FAR Part 12 and FAR Part 15
  • Knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), public law, and commercial contract management principles
  • Team-oriented and highly collaborative, while able to work independently
  • Skilled with Microsoft Office (Word, Excel, and PowerPoint) and Costpoint
  • Excellent verbal communication, presentation, and interpersonal skills
  • Strong analytical abilities and attention to detail
  • Ability to establish priorities and meet deadlines with minimal supervision
  • Ability to support several competing priorities at once
  • Ability to obtain Secret clearance (preferred)
  • Creative problem-solving skills within a CPSR-compliant environment (preferred)
  • High comfort levels learning new software systems (preferred)
  • Experience with complex contracts and non-traditional projects, including Other Transaction Agreements (OTAs) (preferred)
  • Active participation in a CPSR within the past 3 years (preferred)
  • Required travel: 0–10%
