Job summary

N3B is seeking an experienced Subcontract Manager to lead management of subcontracts for low-, moderate-, and high-hazard work. You will supervise subcontractor safety, security, quality, cost, schedule, and environmental performance on field projects.

Key duties include coordinating pre-bid activities, preparing requisitions and exhibits, tracking deliverables and funding, and reviewing invoices. You will drive procurement-process improvements per SP&I policies.

Qualifications

  • Bachelor's degree in a related field or equivalent with progressive procurement experience.
  • Knowledge of government subcontract policies, procedures, and regulations.
  • Ability to develop and apply advanced project management principles.
  • Strong written and verbal communication; team leadership capability.

Responsibilities

  • Serve as the point of contact for management of subcontracts and programs.
  • Oversee safety, security, quality, cost, schedule, and environmental performance.
  • Coordinate pre-bid activities, solicitations, and schedules with stakeholders.
  • Prepare and review statements of work, exhibits, and evaluations.
  • Submit requisition packages and subcontract modifications to Acquisitions Management.
  • Track deliverables, period of performance, and funding; review invoices.
  • Coordinate subcontractor onboarding, training, and certifications.
  • Support subcontract closeout activities and process improvements.

Job description

  • Serve as the point of contact for managerial aspects of low-, moderate-, or high-hazard work subcontracts
  • Oversee subcontractor safety, security, quality, cost, schedule, and environmental performance
  • Manage supplies, maintenance, or service subcontracts under N3B subcontract management policies and acquisition procedures
  • Coordinate assigned subcontracts with field Subcontract Technical Representatives, stakeholders, and requestors
  • Facilitate statements of work, contract exhibits, technical evaluations, and schedules
  • Develop and submit requisition packages and subcontract modifications to Acquisitions Management
  • Coordinate pre-bid walkdowns, meetings, pre-jobs, and execution schedules
  • Track subcontract deliverables, period of performance, and funding
  • Perform accruals, man-hour reports, and invoice reviews and approvals
  • Coordinate subcontractor badging, training, TLD dosimetry, submittals, and approvals
  • Maintain current field files containing subcontract documentation
  • Support subcontract closeout activities
  • Participate in and provide leadership for teams improving N3B procurement processes
  • Take day-to-day direction from N3B operations programs while reporting to the Senior Manager, Subcontractor Representative in SP&I
Requirements
  • Level 2: Bachelor's degree in a closely related field or a closely related field with at least three (3) years of related experience; an acceptable combination of education and relevant experience may demonstrate the required knowledge, skills, and abilities
  • Level 3: Bachelor's degree in a closely related field or a closely related field with at least five (5) years of related experience; an acceptable combination of education and relevant experience may demonstrate the required knowledge, skills, and abilities
  • Knowledge of subcontract policies, procedures, and government regulations affecting subcontract management
  • Knowledge and ability to develop and apply advanced principles, concepts and techniques of project management
  • Ability to perform complex and critical tasks to solve problems
  • Strong interpersonal and communication skills to partner and build teams
  • Ability to prepare and present oral and written reports
  • Maintains required safety, security and operational training
  • Ensures procedural and regulatory compliance
  • Ability to perform essential job functions with or without reasonable accommodation
  • Ability to sit, walk, stand, and occasionally climb, balance, squat, stoop, twist, turn, push, pull, kneel, crouch, crawl, and reach
  • Frequently lift/move up to 10 pounds and infrequently lift/move up to 20 pounds
  • Required close, distance, color, and depth vision, ability to adjust focus
  • Ability to listen and respond appropriately in person, virtually, and over the phone
  • Ability to work in field conditions, including uneven terrain and unfavorable weather
