Job summary

United States Digital Space LLC in New Albany, Ohio is seeking a Subcontract Administrator to support routine duties, closeout, data gathering, and report preparation, ensuring compliance with contractual obligations.

You will monitor subcontract performance, assist with formation and award of subcontracts, coordinate with Engineering, Procurement, and Operations, and help the project team manage commitments and supplier relations across to achieve project success.

Qualifications

  • Typically requires bachelor’s degree (or international equivalent) and 2–5 years of relevant experience or 6–9 years of relevant work experience.
  • Strong knowledge of subcontract administration, procurement regulations, policies, and contracting practices in engineering/construction.

Project Overview

the company is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. the company Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world.

Job Summary

In this role, you will assist Subcontract Administrators in completion of routine duties, closeout, data gathering, document preparation, presentations, and training sessions. You will prepare status reports, monitor areas of subcontract performance, and inquire on and investigate subcontract problems. Your work will contribute to efficient project execution and compliance with contractual obligations.

Major Responsibilities
Subcontract Management
  • Acts on own initiative on assigned subcontracts of increasing value and complexity
  • Gathers and compiles support data for the preparation of
  • documents and the management of subcontracts
  • Assists Subcontract Manager or more senior SubcontractProfessionals in completion of the various tasks required bythe Contract/Subcontract Management Guidebook,Standard Work Process Procedures, and automatedsubcontract management systems
  • Monitors areas of subcontract performance, as assigned
  • Conducts investigations and inquiries into specificsubcontracts problems, as assigned
  • Organizes materials for the preparation of meetings,presentations, and training sessions, and prepares periodicstatus reports

Subcontract Formation
  • Duties and responsibilities involve the formation and award of small value, routine-type subcontracts
  • Assists with negotiations in commitment of contracts, but directs negotiation in small value contracts
  • Develops and issues subcontracts and services agreements as assigned
  • Prepares bidders' lists and pre-qualifies bidders
  • Forms bid request packages and issues bid requestpackages to approved bidders
  • Coordinates bidders' questions and answers to thosequestions
  • Receives bids and evaluates bids commercially
  • Prepares Commercial Bid Summary and recommendations
  • Recommends and secures approvals in accordance withestablished procedures
  • Prepares subcontract documents for execution
  • Prepares and maintains control and status reportingdocuments
  • Communicates with Engineering, Construction and/orOperations to assist and/or guide them in the preparationof the Service Requisition and Scope of Work for theContracts of services to achieve the understanding neededto process these requisitions
  • Prepares and organizes assigned meetings, such as pre-bid,bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between the company, the customer and contractor on all contractualmatters
  • After reviewing plan and agenda with supervisor, conductsmeeting and prepares and issues meeting notes delineatingimportant statements, required actions and schedules
  • Assists project team when instructed in solving andattending to problems on commitments involving lowmonetary expenditure or risk, engineered technicalspecifications or supplementary commercial conditions
  • Works with Digital Supply Chain and other AutomationTools
Education and Experience Requirements

Typically requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience

Required Knowledge and Skills
  • Knowledge of subcontract administration, service acquisition, procurement regulations, policies, and contracting practices within the engineering/construction industry.
  • Demonstrated knowledge of contract law, commercial terms, pricing, negotiations, and cost/accounting principles used in subcontract administration.
  • Ability to administer subcontract performance, changes, claims, backcharges, and other commercial matters while maintaining compliance with contractual requirements.
  • Strong organizational, written and verbal communication skills, with the ability to coordinate effectively across Construction, Engineering, Procurement/Supply Chain, Legal, Risk Management, and Project Controls.
