United States Digital Space LLC is seeking an experienced Subcontract Administrator to lead formation, review bid packages, and ensure adherence to project requirements for an API manufacturing facility. You will oversee progress, forecasting, and collaboration across Construction, Engineering, Procurement, and Legal teams.

The role demands strong negotiation, contract management, and risk mitigation skills with a bachelor’s degree and substantial relevant experience.

Qualifications

  • Strong knowledge of subcontract formation and administration, including commercial terms and conditions, contract compliance, change management, claims, backcharges, and risk identification.
  • Demonstrated experience with contract negotiations and commercial evaluation, including bid packages, bid evaluations, subcontract awards, and management of contractual changes.
  • Ability to effectively manage subcontractor performance, cost, schedule, and contractual obligations, including coordination with project controls and technical representatives.

Project Overview:

the company's Manufacturing &T Business Unit is designing and building an Active Pharmaceutical Ingredient (API) Manufacturing Facility located at Generation Park in Houston, TX. Job Summary:

In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements.



Major Responsibilities:


Subcontract Management


  • Implements the Supply Chain Assignment Schedule which records the Project's agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters Manage moderately complex contract changes by negotiating with customer personnel and obtaining settlement



Subcontract Formation


  • Conforms and ensures subcontract execution Directs negotiation in the commitment of subcontracts Develops and issues subcontracts and services agreements as assigned Prepares bidders' lists and pre-qualifies bidders Forms bid request packages and issues bid request packages to approved bidders Coordinates bidders' questions and answers to those questions Receives bids and evaluates bids commercially Prepares Commercial Bid Summary and recommendations Recommends and secures approvals in accordance with established procedures Prepares subcontract documents for execution Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between the company, the customer and contractor on all contractual matters After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules



Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience



Required Knowledge and Skills:


  • Strong knowledge of subcontract formation and administration, including commercial terms and conditions, contract compliance, change management, claims, backcharges, and risk identification. Demonstrated experience with contract negotiations and commercial evaluation, including bid packages, bid evaluations, subcontract awards, and management of contractual changes. Ability to effectively manage subcontractor performance, cost, schedule, and contractual obligations, including coordination with project controls and technical representatives. Strong communication and collaboration skills with cross-functional groups including Construction, Engineering, Procurement, Project Controls, Legal, and Risk Management, as well as subcontractors and other external stakeholders. Strong analytical, organizational, and negotiation skills with the ability to manage multiple subcontract priorities and proactively identify and mitigate commercial and contractual risks.
