This position is located in Los Alamos, New Mexico.

Position Summary

The Subcontract Technical Representative (STR) is the point of contact for all of the technical aspects of the subcontract for moderate or high-hazard work and is responsible for technical oversight of a subcontractor's performance to include the safety, security, and quality requirements under a subcontract.

This is a matrixed position reporting to the Senior Manager, Subcontractor Technical Representative in Strategic Planning & Integration. As the “home” organization, Mission Excellence is responsible for developing the policies, procedures and systems that will be implemented across the project and ensuring that those policies, procedures and systems are appropriately implemented by the STRs. Strategic Planning & Integration will also be responsible for training and qualification of the personnel. STRs will take day-to-day direction from the N3B operations programs (ER and CH-TRU) to ensure they are supporting the priorities of the programs.

This position requires creativity and flexibility to meet new challenges and the expertise to apply appropriate solutions efficiently.

Essential Duties/Responsibilities (may include, but are not limited to):
  • Duties may include, but are not limited to:
  • Responsible for the field oversight and coordination of a given subcontract assigned by designating authority.
  • Coordinates technical oversight, appropriate training, site orientation, work package/procedure development, SME reviews and site access to assigned subcontractor(s).
  • Coordinates with stakeholders, SMEs and requestors on pre-bid walk downs, meetings, oversight and execution schedule as required.
  • Develops and/or provides input to the Subcontract Representative (SR) in the development of statements of work, contract exhibits, requisition packages, technical evaluations and schedules as needed.
  • Provides oversight of subcontractor compliance with safety, quality, cost, schedule, security and environmental performance within the terms of the contract and N3B program compliance.
  • Conducts field oversight of subcontractor activities, attends pre job briefing, and safety, event notification and fact-finding meetings as required.
  • Coordinates self-identified or subcontractor-identified contract modifications, Statement of Work changes with the Project Manager, Subcontract Administrator and exhibit SMEs.
  • Maintains and ensures effective communication between the subcontractor and the N3B organization.
  • Coordinates closeout activities with the subcontractor and documents the completion of the fieldwork.
  • Maintains a current field file containing all documentation related to the subcontract.
  • Performs accounting duties to include accruals, man-hour reports and invoice reviews and approvals.
  • Coordinates subcontractor badging, TLDs, internal work permit reviews, submittals and approvals.
  • Tracks deliverables as required by the subcontract.
  • Performs additional duties as assigned.
Minimum Qualifications (Knowledge, Skills, Abilities):
  • Develop and apply highly advanced principles, concepts and techniques of project management.
  • Highly skilled and ability to perform critical strategic tasks, interpret broad strategic and technical requirements through development and execution.
  • Advanced experience in leading integrated project teams and stakeholders to implement the appropriate path to achieve regulatory closure of each site.
  • Advanced technical leadership and expertise specifically in the subject matters related RCRA, environmental site investigation, characterization and remediation, as appropriate for the specific position.
  • Excellent writing and planning ability to develop and review project documents.
  • Excellent coordination and communication skills to support project meetings with stakeholders.
  • Effective interpersonal skills (e.g. ability to lead a team, work as part of a team, communicate, work/interact effectively and amicably with people from diverse backgrounds and cultures and with diverse personal attributes).
  • Advanced organizational, time management and attention to detail with the ability to exercise independent judgment.
  • Ability to set an agenda, organize and lead meetings with N3B, subcontractor management, SME’s and field personnel to reach consensus and furthering project goals.
Education and Experience Required:
Level 4:

Bachelor’s degree in a technical discipline combined with 9 to 11 years’ relative experience, preferable in a high hazard, high consequence industry such as nuclear operations or radioactive/hazardous waste management However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.

Level 5:

Bachelor’s degree in a technical discipline combined with 12+ years’ relative experience, preferable in a high hazard, high consequence industry such as nuclear operations or radioactive/hazardous waste management. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.

Working Conditions and Physical Requirements:

Normally assigned to perform work in an office environment with daily excursions to perform field oversight activities. Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline.

While working to achieve N3B LLCC objectives, the STR will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
