Project Overview
Bechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, which is modernizing the ground‑based leg of the U.S. nuclear deterrent triad, including inter‑continental ballistic missile (ICBM) systems and launch infrastructure. Bechtel's scope of service in Sentinel's current Engineering & Manufacturing Development phase focuses on the ground infrastructure component of the program.
Job Summary
As a Subcontracts Administrator, you will conduct planning, formation, administration, and close‑out of large, moderately complex service and construction type subcontracts in accordance with established policies and procedures. This position will also perform tasks as assigned, including planning, bidder prequalification, development of bidder lists, bid solicitation packages, bid analysis, negotiations, administration, change management, and close‑out of service and construction type subcontracts.
This position participates in planning, work hour calculations, and budgeting as it relates to project subcontracting activities; and develops and monitors project work‑hour estimates and master contract forms. It may also provide guidance to project team personnel during the planning, bid, evaluation, award, administration, and close‑out phases when required by workload, complexity, or other factors. In addition, the Subcontracts Administrator participates in the planning, staffing, training, and development of subcontracts personnel.
This position requires the successful candidate to support the Sentinel Project in Ogden, UT. Relocation assistance will be provided for this role. The candidate must also be able to complete and pass a pre‑employment drug screen and background check, which includes verification of employment and education.
Key relationships for this role include, but are not limited to:
- Reports directly to the Subcontracts Manager / Subcontract Supervisor.
- Receives technical and functional guidance from the Purchasing and Subcontracts Manager / Subcontract Supervisor.
- May provide guidance to subcontract formation and/or subcontract administration personnel.
- Maintains contact with management and participates in negotiations with bidders and subcontractors.
- Works closely with Subcontract Coordinator / Subcontract Technical Representative (SC/STR), safety, quality, security, project controls engineers, Project Managers, etc., who have been assigned subcontract management tasks in accordance with the Division of Responsibility (DOR) matrix.
Major Responsibilities
Subcontract Management
- Implements the Supply Chain Assignment Schedule which records the Project's agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management.
- Manages assigned subcontracts, maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
- Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters.
- Manages moderately complex contract changes by negotiating with customer personnel and obtaining settlement.
Subcontract Formation
- Conforms and ensures subcontract execution.
- Directs negotiation in the commitment of subcontracts.
- Develops and issues subcontracts and services agreements as assigned.
- Prepares bidders' lists and pre‑qualifies bidders.
- Forms bid request packages and issues bid request packages to approved bidders.
- Receives bids and evaluates bids commercially.
- Prepares Commercial Bid Summary and recommendations.
- Recommends and secures approvals in accordance with established procedures.
- Prepares subcontract documents for execution.
- Prepares and organizes assigned meetings, such as pre‑bid, bid clarification and pre‑award meetings, to ensure complete understanding and agreement between Bechtel, the customer, and contractor on all contractual matters.
- After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions, and schedules.
- Represents Bechtel in contractual discussions of advanced complexity. Administers information programs to ensure mutual understanding of subcontract terms and conditions. Prepares periodic status reports for management and client personnel.
- Assists with various data calls from project management, Defense Contract Audit Agency (DCAA), Inspector General's office, and customer/client.
Education and Experience Requirements
- Requires bachelor’s degree (or international equivalent) and 5–8 years of relevant experience or 9–12 years of relevant work experience.
Required Knowledge and Skills
- Advanced knowledge of the fixed‑price and flexibly‑priced family of subcontracts with stated experience in construction type subcontracts according to procurement regulations, policies, and practices.
- Demonstrated administrative and organizational skills.
- Demonstrated oral and written communication skills.
- Experience in developing various subcontract types, fee arrangements, contract terms, and legal requirements.
- Working knowledge of construction and technical service type subcontracts with proven experience in change management requirements.
- Experience in developing and recommending potential solutions to contractual problems and concerns to management.
- Working knowledge of contract law, negotiations, accounting, or cost engineering gained through education or work experience.
- Solid working knowledge of Federal Acquisition Regulations and applicable agency supplements with emphasis on construction type subcontracts.
- Working understanding of federal contracts and the flow‑down of applicable clauses and requirements.
- Working understanding of Cost Accounting Standards and determination process for applicability to the work.
