Job summary

Bechtel is seeking a Subcontract Administrator in Oak Ridge, TN to assist in closing out and managing subcontracts, compiling status reports, and supporting a multi-disciplinary project team. You will help with bid packages, evaluations, and contract documents while coordinating with engineering, construction, and operations to ensure contractual compliance.

The role emphasizes experience with fixed-price subcontracts, change management, and familiarity with FAR.

Qualifications

  • Typically requires bachelor’s degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience
  • Working knowledge of fixed-price family of construction and technical service type subcontracts with proven experience in change management requirements.
  • Specialized courses or experience in pricing, contract law, negotiations, accounting and subcontract administration with emphasis on federal contracting.
  • Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.
  • Solid working knowledge of Federal Acquisition Regulations and applicable Agency Supplements with emphasis on construction type subcontracts.
  • Solid understanding of federal contracts and the flow-down and enforcement of applicable clauses and requirements, such as labor laws, environmental laws, safety, security, quality matters.

Responsibilities

  • Acts on own initiative on assigned subcontracts of increasing value and complexity
  • Gathers and compiles support data for the preparation of documents and the management of subcontracts
  • Assists Subcontract Manager or more senior Subcontract Professionals in completion of the various tasks required by the Contract/Subcontract Management Guidebook, Standard Work Process Procedures, and automated subcontract management systems
  • Monitors areas of subcontract performance, as assigned
  • Conducts investigations and inquiries into specific subcontracts problems, as assigned
  • Organizes materials for the preparation of meetings, presentations, and training sessions, and prepares periodic status reports
  • Prepares bidders’ lists and pre-qualifies bidders
  • Forms bid request packages and issues bid request packages to approved bidders
  • Coordinates bidders’ questions and answers to those questions
  • Prepares Commercial Bid Summary and recommendations
  • Prepares subcontract documents for execution
  • Communicates with Engineering, Construction and/or Operations to assist and/or guide them in the preparation of the Service Requisition and Scope of Work for the Contracts of services
  • Prepares and organizes assigned meetings, e.g., pre-bid, bid clarification and pre-award meetings, ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters
  • Assists project team when instructed in solving and attending to problems on commitments involving low monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions
  • Works with Digital Supply Chain and other Automation Tools

Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future. Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Job Summary:

In this role, you will assist Subcontract Administrators in completion of routine duties, closeout, data gathering, document preparation, presentations, and training sessions. You will prepare status reports, monitor areas of subcontract performance, and inquire on and investigate subcontract problems. Your work will contribute to efficient project execution and compliance with contractual obligations.

Major Responsibilities:
Subcontract Management
  • Acts on own initiative on assigned subcontracts of increasing value and complexity

  • Duties and responsibilities involve the formation and award of small value, routine-type subcontracts

Assists with negotiations in commitment of contracts, but directs negotiation in small value contracts

Develops and issues subcontracts and services agreements as assigned

Prepares bidders’ lists and pre-qualifies bidders

Forms bid request packages and issues bid request packages to approved bidders

  • Coordinates bidders’ questions and answers to those questions
Receives bids and evaluates bids commercially
  • Prepares Commercial Bid Summary and recommendations

Recommends and secures approvals in accordance with established procedures

  • Prepares subcontract documents for execution
Prepares and maintains control and status reporting documents

Communicates with Engineering, Construction and/or Operations to assist and/or guide them in the preparation of the Service Requisition and Scope of Work for the

Contracts of services to achieve the understanding needed to process these requisitions

  • Prepares and organizes assigned meetings, such pre-bid,bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters

After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules

Education and Experience Requirements:
  • Typically requires bachelor’s degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience
