Project Overview

Bechtel is the Engineering, Procurement, and Construction (EPC) partner on the Northrop Grumman team to deliver the Sentinel Program, modernizing the ground‑based leg of the U.S. nuclear deterrent triad, including intercontinental ballistic missile (ICBM) systems and launch infrastructure. Bechtel’s scope is the ground infrastructure component of the program.

Job Summary

Reports to the Supply Chain Operations Manager. Supports and organizes Supply Chain efforts for Requests for Interest (RFI) and Rough Order of Magnitude (ROM) development, other standard purchasing requirements, and additional project activities. Conducts meetings, prepares notes, monitors billing, plans and proposes solutions, supports new agreements, resolves administrative problems involving high monetary expenditure or risk, communicates with engineering, construction, PM, and other services. Ensures compliance with order terms and initiates follow‑up actions with suppliers or internal groups. Analyzes and distributes supplier information, communicates with suppliers to achieve required services and results.

Major Responsibilities

• Prepare potential bidder lists for future scopes with limited or undefined information.
• Prepare and organize Supply Chain Metrics as needed.
• Perform tasks involved in formation and administration of contracts and purchase orders.
• Prepare bid pre‑qualification materials, bid solicitation, bid analysis, and administer purchase orders.
• Maintain working relationships with other Supply Chain personnel and project personnel.
• Form bid packages and issue bid requests.
• Communicate with suppliers and personnel within Bechtel to establish clear requirements and assure performance to terms and conditions.
• Evaluate bids commercially and recommend approvals per procedures.
• Prepare and maintain control and status reporting documents.
• Administer assigned purchase orders with correspondence controls.
• Monitor supplier performance for conformance to commercial terms.
• Initiate follow‑up actions to ensure performance per contract and order terms.
• Execute orderly performance and completion of commitments through bidding, evaluation, award, administration, and close‑out per policies.
• Communicate with requestors to assist, guide, and plan processing of material requisitions, service requisitions, and consulting agreements.
• Assist in cross‑functional efforts such as project improvement initiatives, pilot testing, and procedure development.
• Other duties as assigned: works under supervision, evaluates bids commercially, reviews payment billings, participates in discussions clarifying PO documents, identifies and secures agreements on changes, initiates revisions affecting scope, cost, or schedule, demonstrates proficiency in PO formation, communicates with suppliers, understands commercial legislation, works with other functional groups, helps produce Supply Chain metrics.

Education and Experience Requirements

• Level I – Bachelor’s degree (or equivalent) and 5‑8 years of relevant experience.
• Level II – Bachelor’s or Master’s degree (or equivalent) and 8‑10 years of relevant experience.

Required Knowledge and Skills

• Advanced working knowledge of fixed‑price and flexibly priced orders per procurement regulations, policies and practices.
• Advanced administrative and organizational skills.
• Advanced oral and written communication skills.
• Advanced experience developing various agreement types and contract terms.
• Advanced experience recommending solutions to contractual problems and concerns to management.
• Advanced knowledge of FAR.
• Advanced understanding of Federal Contracts and flow‑down of applicable clauses.
• Advanced experience in change management requirements.Advanced knowledge of engineering/construction contracting practices.
• Ability to pass a pre‑employment drug screen and background check, including verification of employment and education.
