Subcontracts Administrator

Work Type: Full-Time, Office/Project

Work Location: Chandler, AZ

Contract Duration: 12 months (possible conversion to perm)

Pay Rate Range: $52-$66/hr w2

Job Summary

The Subcontracts Administrator is responsible for supporting and leading all phases of subcontract formation, tendering, negotiation, award, and administration for EPC projects. This includes preparing and reviewing bid and proposal packages, developing contract procedures, coordinating evaluations, negotiating commercial terms, and administering awarded subcontracts.

The role requires close collaboration with bidders, subcontractors, project management, engineering, construction, and other internal stakeholders to establish clear contractual requirements and ensure compliance with project objectives. The Subcontracts Administrator continuously monitors subcontract performance, cost and schedule progress, and potential financial, technical, legal, and commercial risks, providing timely updates and recommendations to management.

This position also prepares and negotiates change orders and contract amendments, resolves contractual issues, and supports the successful execution of project requirements while representing the company with the highest standards of integrity, professionalism, and ethics.

Major Responsibilities
  • Manage multiple subcontracts and/or service agreements simultaneously, as assigned.
  • Lead subcontract formation activities, including:
  • Identifying and prequalifying potential bidders.
  • Preparing and issuing Requests for Proposal (RFP) packages.
  • Coordinating and resolving technical and commercial clarifications.
  • Receiving and evaluating bids.
  • Organizing the bid evaluation process.
  • Preparing commercial bid summaries and award recommendation documents.
  • Obtaining required approvals in accordance with established procedures.
  • Preparing subcontract documents for execution.
  • Implement the Division Responsibilities Matrix and applicable Standard Work Process Procedures for subcontract administration.
  • Administer assigned subcontracts and continuously monitor progress, performance, cost, and compliance.
  • Identify and communicate potential financial, technical, commercial, schedule, or contractual issues to project management.
  • Prepare and maintain subcontract control, tracking, and status reports.
  • Plan and coordinate subcontract-related meetings, including bid clarification, pre-award, and other contract administration meetings, to ensure alignment among all stakeholders.
  • Support the Project Contracts team in resolving administrative and contractual matters related to planning, staffing, work-hour estimates, budgeting, procedures, financial commitments, risk, technical specifications, and commercial conditions.
  • Coordinate with Construction, Engineering, and Support Services teams on activities that affect contractual rights and obligations, subcontract performance, and administration.
  • Represent the company in contractual discussions and negotiations of moderate complexity.
  • Develop and administer communication and information programs to promote a clear and consistent understanding of subcontract terms and conditions.
  • Monitor subcontract costs against scope and progress and prepare periodic reports for management.
  • Prepare, negotiate, and administer change orders, amendments, and other contractual modifications.
  • Work proactively to identify, mitigate, and resolve contractual risks and performance issues.
Education and Experience
  • Bachelor's degree or international equivalent with 5-8 years of relevant experience, or 9-12 years of relevant work experience in lieu of a degree.
  • Minimum 5 years of experience in subcontract or contract administration.
  • Demonstrated experience managing the formation and award of large, moderately complex contracts.
Required Knowledge and Skills
  • Strong knowledge of service acquisition, procurement regulations, policies, and industry practices.
  • Demonstrated knowledge or experience in pricing, contract law, negotiations, and accounting.
  • Working knowledge of engineering and construction industry contracting practices.
  • Experience developing and administering various contract types, including LSTK, Time & Materials (T&M), and Unit Rate (UR) contracts, as well as fee structures and commercial terms.
  • Strong understanding of subcontract administration throughout the full contract lifecycle.
  • Ability to analyze contractual issues, develop potential solutions, and make recommendations to management.
  • Knowledge of negotiation strategies and the use of accounting and cost engineering principles to support commercial negotiations.
  • Strong organizational, analytical, written, and verbal communication skills.
  • Professional, proactive approach to identifying and mitigating contract administration challenges and business risks.
  • Knowledge of project functional groups, company policies, procedures, work practices, and applicable software systems.
  • Experience with field administration of EPC contracts is preferred.
  • Ability to effectively manage multiple priorities, stakeholders, and contractual requirements in a project environment.
  • Strong understanding of the complete subcontract formation, tendering, negotiation, award, and administration process.
