Job summary

City of Allentown seeks a Streets Superintendent to plan, direct, and oversee the day-to-day and emergency operations of the Bureau of Streets. You will ensure the safe, efficient maintenance of City streets, alleys, and related infrastructure, including pothole repair, street cleaning, leaf collection, snow and ice control, and storm response.

You will lead supervisory and field staff, manage budgets, contracts, equipment and materials, coordinate with other City departments and outside

GENERAL PURPOSE

Plans, directs, and oversees the day-to-day and emergency operations of the City of Allentown Bureau of Streets. Responsible for the safe, efficient, and cost-effective maintenance of City streets, alleys, and related infrastructure, including street repair, street cleaning, leaf collection, snow and ice control, and storm response. Provides leadership to supervisory and field staff; manages budgets, contracts, equipment, materials, and work programs; coordinates with other City departments and outside agencies as needed; and ensures work is completed safely and in accordance with applicable policies, labor agreements, laws, regulations, and accepted public works practices.

SUPERVISION RECEIVED

Works under the general supervision of the Public Works Director and/or designee.

SUPERVISION EXERCISED

Exercises direct and indirect supervision over Streets Bureau supervisors, equipment operators, maintenance workers, laborers, and other employees assigned to Streets Bureau operations. Provides direction to contractors and coordinates work with other City personnel as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• "This is a bureau manager's position requiring a person capable of demonstrating excellent administrative and organizational skills, judgment, planning, and the ability to communicate effectively orally and in writing
• "The position requires 24/7 - 365 availability for emergencies related to public safety and emergency management protocols related to street and storm maintenance.
• "Plans, organizes, directs, and evaluates street maintenance and repair, pothole repair, street cleaning, leaf collection, snow and ice control, and emergency storm response.
• "Develops annual and seasonal work plans and establishes priorities based on roadway conditions, public safety, staffing, equipment, materials, budget, and operational needs.
• "Directs subordinate supervisors and union work crews; plans and assigns work, monitors productivity and quality, evaluates completed and ongoing work, and adjusts resources as conditions require and must coordinate the use of available equipment, materials, and manpower to obtain maximum effectiveness and economy
• "Leads snow and ice events and other emergencies, coordinating staffing, equipment, materials, routes, contractor support, and interdepartmental response. Maintains availability outside normal working hours when required.
• "Coordinates the readiness, maintenance, and replacement needs of Streets Bureau vehicles and equipment with Fleet and appropriate City staff.
• "Prepares, administers, and monitors operating and capital budgets; reviews expenditures, forecasts needs, and develops supporting information for budget requests.
• "Maintains operational records and prepares reports on work activities, staffing, materials, equipment use, costs, service requests, and performance measures.
• "Uses work-order systems and available data to evaluate workload, productivity, response times, recurring issues, and opportunities to improve service delivery.
