JOB DESCRIPTION

Position Description

Class Title:Maintenance Worker II

Grade Number:8M (Non-Exempt)

Department:Public Works

GENERAL PURPOSE

Performs a wide variety of duties involved in the construction, surfacing and repair of city streets, roadways, alleys, and other surfaces.

Performs a variety of duties to maintain, construct and repair storm sewer lines, manholes, inlets and safety grates.

SUPERVISION RECEIVED

Work under the supervision of the Supervisor in the Streets Department, or Crew Leader in absence of supervisor.

SUPERVISION EXERCISED

May exercise supervision over the repair crew.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • (A) Work from established routines, specifications, specific handwritten, typed, or oral instructions and standard knowledge of surfacing and repair operations and methods.
  • (B) Leads repair crew.
  • (C) Assists and/or operates back-end-of paving machine in the absence of the paving specialist, lights burners and regulates temperature, observes distribution of paving material on surface and screed, makes machine changes and adjustments to control crown, thickness and voids at curbs and other obstacles, checks depth of material as required.
  • (D) Makes street repairs using small paver, crackseal (kettle), tacking kettle, spray patcher and rubberized crackseal machine.
  • (E) Performs shoveling, raking, floating, and tamping; operates jackhammer, compressor, tamper plate and concrete saw.
  • (F) Operates trucks to transport equipment and haul tools and material. Makes sure proper fuels necessary to operate or heat job materials/equipment are filled and ready to go.
  • (G) Make up portable barricades, sand bags, portable signs and truck sideboards as needed.
  • (H) Salts, plows and removes snow as required and applies salt brine to roadways with smaller brine truck.
  • (I) Uses paving and repair equipment; may have to lift up to 50-pound manhole covers. On occasion, when manhole castings need to be removed, may be required to lift up to 75lbs.
  • (J) Gains entrance to lines through manholes, performs jetting of lines as required.
  • (K) Assists construction crew with line and grade, repair and laying of storm sewer lines and mains
  • (L) Assists in installation and repair of inlets, catch basins and manholes.
  • (M) Uses storm sewer line equipment, power and hand tools.
  • (N) Notify crew leader or supervisor of unusual conditions.
  • (O) Maintain equipment, tools and records.
  • (P) Overtime will be required during emergency/nonemergency situations including night shift and weekends.
  • (Q) Performs other duties, including those of other classifications (high lower) and standby crews, as assigned and/or as conditions warrant.
  • (R) Provide quality and effective customer service with courtesy and understanding to our customers, citizens and internal departments.
  • (S) Wears appropriate safety equipment as needed.
  • (T) Perform all duties in conformance to appropriate safety and security standards.
  • (U) Perform routine vehicle maintenance as outlined on daily inspection sheets.
  • (V) Shift work may be required.
  • (W) Perform related work as may be required.
MINIMUM QUALIFICATIONS

Education and Experience:

  • (A) Graduation from high school or technical school; or equivalent certification, or
  • (B) One (1) year of related experience, or
  • (C) Equivalent combination of related education and experience.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
  • (A) Knowledge of tools, materials, and processes needed in the performance of duties.
  • (B) Ability to read, communicate effectively verbally and in writing, add and subtract whole numbers.
  • (C) Ability to work outdoors under varying weather conditions.
  • (D) Ability to understand and follow standard routines and practices on street and sewer repairs and construction.
  • (E) Knowledge of right-to-know laws as instructed and posted.
  • (F) Some knowledge of equipment, trucks, materials, methods and procedures used in maintenance, construction and repair activities.
  • (G) Skill in operation of the listed tools and equipment.
  • (H) Ability to perform heavy manual tasks for extended periods of time.
  • (I) Ability to work safe.
  • (J) Ability to establish and maintain effective working relationships with employees, other departments and the public.
  • (K) Ability to understand and carry out written and oral instructions.
SPECIAL REQUIREMENTS

Have a valid Pennsylvania Driver's license with CDL Class B and air brake endorsements or the ability to obtain them. Current employees not possessing said license at time of appointment must obtain license and endorsements within 90 consecutive calendar days. New hires have 90 working days to obtain the required license and endorsements.

TOOLS AND EQUIPMENT USED

Motorized vehicles and equipment, including dump truck, paving machine, pickup truck, tamper, plate compactor, street and chain saws, pumps, compressors, generators, spray patcher, crackseal kettle, rubberized crackseal machine, tack coater, common hand and power tools, shovels, wrenches, picks, rakes, sledge hammer, cement mixer, mobile radio, phone and jackhammer.

While performing the duties of this job, the employee regularly works in all outside weather conditions. The employee frequently works with hot materials that without wearing the proper clothing or proper safety equipment could cause severe burns. The employee frequently works around heavy equipment.

The noise level in the work environment is loud.
