Job summary

POSITION SUMMARY

Performs a variety of complex administrative, supervisory, and technical duties related to the operation of the Public Works Department, including the Township wide maintenance and sanitary and storm sewer programs. The work involves considerable initiative and independent judgment and is periodically reviewed at completion. This position works under the general supervision of the Director of Public Works.

The Superintendent of Projects has responsibility for 24-hour emergency callout duties on a rotational basis with other Superintendents as it relates to snow removal; sanitary sewers; storm sewers; fallen trees; or any other maintenance related responsibilities, including response to emergency PA One Call notifications.

Work is performed during regularly scheduled hours and may involve additional hours as needed.

The position is exempt under the Federal Fair Labor Standards Act.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Supervise the annual Sanitary/Storm Sewer operation and maintenance program, which includes analysing and categorizing street conditions, estimating costs, selecting materials, inspecting installation, and authorizing payment.
  • Oversee, in conjunction with the Township Engineer, all Township Sanitary/Storm Sewer Capital projects (MS4), which includes management of subcontractors, inspection and authorizing Administration payment.
  • Perform inspections for development projects, which include inspecting the installation of storm and sanitary sewers, and other utilities.
  • Supervise, oversee, coordinate, in conjunction with the Township Engineer the inspections of all sanitary sewer work under the Allegheny County Consent Order (ACO). These categories include but may not be limited to CCTV, rehabilitation of defects discovered, manhole inspection, GPS plotting and dye testing. Ability to work within budget and time constraints.
  • Ability to investigate and solve sanitary and storm sewer complaints.
  • Inspect storm sewer outfalls and collect water samples under NPDES (non-point discharge elimination system) guidelines and prepare reports.
  • Inspect Township and Homeowner Association retention ponds, tanks, and channels and prepare reports.
  • Oversee the operation and maintenance of one (1) Township owned sanitary sewer pumping station.
  • Respond to questions from plumbers regarding sanitary sewers, dye testing, storm sewer problems or related projects.
  • Walk and inspect sanitary and storm sewer lines and manholes located in streams or remote areas. Ability to open manholes.
  • Assist in departmental review of all Sanitary Sewer Lateral Inspections performed by the Township code.
  • Coordinate Township efforts with the State and other local governments.
  • Respond to questions and/or complaints from residents and perform any necessary follow-up work.
  • Ability to assume the responsibilities of absent Superintendents and effectively direct the workforce.
  • Participate in a rotating 24-hour on-call supervisory schedule, overseeing immediate response to sanitary and storm issues, fallen trees, snow and ice removal, etc.
  • Perform mandated Pennsylvania One Call (811) duties for the Township.
  • Performs tasks as required by the Director of Public Works.
QUALIFICATIONS
Necessary Knowledge, Skills, and Abilities
  • Considerable knowledge of sanitary and storm sewer construction and operation.
  • Considerable knowledge of Municipal Separate Storm Water Systems (MS4) as it relates to mandates to townships and municipalities.
  • Considerable knowledge of street construction and repair methods.
  • Considerable knowledge of inspection methods and techniques.
  • Considerable knowledge of Municipal snow removal operations.
  • Considerable knowledge of principles and methods of a Public Works Department as related to a municipal setting.
  • Ability to carry out multi-dimensional tasks with accuracy critical to the success of the task.
  • Ability to train, motivate, and supervise personnel effectively.
  • Ability to clearly and effectively communicate orally and in writing in the English language.
  • Ability to plan, organize and complete assigned tasks in a timely fashion.
  • Ability to organize, maintain and construct records and files.
  • Ability to analyze and prepare complex reports.
  • Ability to work and communicate effectively with Township employees, other agencies, and the public.
  • Ability to operate the tools and equipment listed below.
  • Ability to maintain confidentiality where necessary.
  • Ability to establish and maintain effective working relationships with supervisors, contractors, residents, other governmental officials, and others; ability to supervise the work of subordinates and contractors; ability to read and understand site plans; due to the nature of the position, the employee must be precise and attentive to detail.
Education and Experience

Graduation from a four-year college or university with a Bachelor's Degree in Civil Engineering or a related field, or advanced training in Engineering with at least 5 years of progressively responsible Public Works or Engineering experience, two of which must have been in a supervisory capacity.

SPECIAL QUALIFICATIONS
  • Must possess a valid and current PA State Driver's License or have the ability to obtain one prior to employment.
  • NASSCO Pipeline Assessment Certification Program will be required
  • Must have computer experience, specifically common software programs such as Google Suite and Microsoft Office.
  • Basic knowledge of ArcGIS
