Job description

Under the general direction of the Director of Public Works, the Superintendent of the Street Division of the Public Works Department manages the operations for construction, repair, and maintenance of City assets within public rights-of-way including but not limited to streets, sidewalks, stormwater conveyance systems, lighting and traffic control systems, emergency management and street division maintained facilities and properties. Also manages the City's snow and ice control duties and performs administrative and supervisory work in the duties of the Street Division.

This position performs at the middle management level and is responsible for ensuring the safety of the City's rights-of-way and the efficiency of the City's stormwater conveyance systems. The employee also develops and implements divisional objectives, policies or procedures, and prepares and administers the division's annual budget.

This recruitment is open to all qualified individuals and will establish an eligibility list which will be used to fill the current vacancy and may be used to fill any other such openings in this classification or below, which occur within the next 12 months. This is a non-represented position.

  • Plans, supervises, and directs employees engaged in the repair, maintenance, and construction of work within street rights-of-way, stormwater conveyance systems, and Street Division controlled facilities and properties.
  • Must function in severe weather conditions and have the ability to respond to and direct efforts in emergency situations including executing and coordinating the City of Kenosha's Snow and Ice Removal policies. This will require after hour emergency responses. Superintendent is high on the emergency contact list which impacts on-call duties.
  • Coordinates the snow removal and ice control plans for the City's streets, alleys and city owned parking lots, including effectively scheduling the proper amount of personnel for its control. Develops after action reports for management to review.
  • Performs employee evaluations, conducts interviews, recommends promotions, disciplinary actions, and terminations, provides employee training and maintains employee-related records.

  • Ensures projects are completed on time and within budget.
  • Determines and explains working procedures and oversees construction, repair, and replacement work. Conforms to federal, state, and local standards. Performs periodic inspections of work in progress by Street Division employees.
  • Updates Director and Deputy Director weekly or as needed on work related to the Street Division.
  • Instructs employees on new techniques and ensures all proper training, safety training, and direction is provided to Streets Division employees.
  • Plans, schedules, prioritizes, and assigns periodic preventive maintenance and repairs.
  • Inspects, evaluates, and recommends corrective measures on the repair and maintenance of street rights-of-way to the Engineering Division in the planning of capital improvement projects.
  • Completes requisitions for material and supplies for Street Division related projects and coordinates the use of Street Division employees, resources, and Street Division equipment.
  • Maintains related records; recommends budget items.
  • Assists in the establishment of departmental policies, goals, and objectives, and standard operating procedures.
  • Assists in the preparation of construction, renovation, purchase, and contract specifications with the Fleet and Engineering Divisions.
  • Prepares various regular and special reports.
  • Responds to inquiries and complaints by residents, business owners, and/or elected officials.
  • Serves as liaison to other departments, contractors, and the general public.
  • Assists other departments and divisions of Public Works as needed.
  • Advises in matters related to the division activities regarding street and drainage problems and services.
  • Must have the ability to operate various hand-held manual, electrical, or gas powered tools and equipment.
  • Performs other work as requested or assigned.

Education, Training and Experience:
  • High school Diploma or GED is required; An Associate's degree is desired; Bachelor's Degree in engineering and/or business, or Public Administration is preferred;
  • Supplemented by five (5) years of experience in Public Work related operations, including two (2) years at a supervisory level;
  • Or, an equivalent combination of training and experience.
Knowledge, Abilities and Skills:
  • Knowledge of basic techniques and procedures used in general construction work relating to: streets, lighting, grounds, building, storm sewer conveyance systems and traffic signals.
  • Knowledge of occupational safety rules and practices.
  • Knowledge of the methods, practices, tools and materials of street and storm sewer facility and system maintenance and repair.
  • Ability to supervise crews of maintenance workers.
  • Ability to maintain accurate records and to prepare and submit oral and written reports.
  • Ability to enforce safety precautions and regulations.
  • Ability to establish effective working relationships with superiors, subordinates, other employees, elected officials, and the general public.
  • Skill in the use of the tools, equipment and materials used in street maintenance and repair.
  • Thorough knowledge of codes and standards governing street rights-of-way and stormwater conveyance systems.
  • Ability to operate vehicles and some light equipment.
  • Ability to operate basic office equipment such as computer, printers, copy machines, telephone systems, and mobile devices.
  • Ability to interpret instructions in written, oral, diagram, plan or schedule form.
  • Knowledge of Geographical Information System is desirable.
  • Ability to handle reasonably necessary stress.
  • Knowledge and ability to utilize mobile devices for work orders.
Physical Requirements:
  • Task involves frequent walking; standing; some lifting and carrying objects of moderate weight (12-20 pounds).
  • Task may involve the operation of vehicles, office, shop keyboard, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.
Environmental Requirements:
  • Task may require frequent exposure to adverse environmental conditions.
Sensory Requirements:
  • Task requires depth perception and discrimination.

  • Task requires oral communication ability.
Additional Requirements:
  • Possession of a valid commercial driver's license and a good driving record.
