Job summary

New York City Housing Authority (NYCHA) seeks a highly experienced Administrative Supervisor of Building Maintenance to lead the AES Structural Studio. You will supervise professional engineers, manage workloads, and ensure timely delivery of design and construction documents for NYCHA’s residential, commercial, and landmark projects across all five boroughs.

• Eight years of full-time construction/repair experience in multiple dwellings, commercial, industrial or public buildings.
• Experience supervising a large staff and coordinating design projects across teams.
• Education in engineering/architecture with 18 months supervisory/administrative experience acceptable in lieu of some experience.

Job description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio - one of the largest in NY State - as well as a range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery-focused.

Architecture & Engineering Services (AES) partners closely with other A&CM departments to deliver capital projects and other strategic initiatives. AES provides design services as well as oversight of architecture and engineering firms involved in projects, while setting overall design standards and performance requirements that apply to all NYCHA modernization programs. This includes expediting and other interagency coordination, code and standards analysis, and technical investigation and advisory services. The department is organized into three main teams that comprise a number of architecture, engineering, landscape and urban design studios, as well as other specialized units.

The Structural Studio Leader reports to the Director of Engineering Services and Oversight and is responsible for on-time and quality delivery of structural engineering designs on a variety of NYCHA projects throughout all five Boroughs. Projects consist of renovation, repair, and restoration of residential, community and/or commercial spaces within existing NYCHA developments, including landmark buildings, and emergency site visits including investigations of unsafe conditions, as well as limited projects involving new buildings and structures.

• Manage teams of professional structural engineers and other technical staff assigned to design and construction projects of various complexities.
• Proactively manage the workload of the Structural Design studio and distribute work accordingly between internal NYCHA teams and external consultants.
• Prepare solicitations for design and consulting services to external consultants, and evaluate consultants’ proposals.
• Enforce appropriate work performance standards; train staff in Design, Construction and inspection functions and procedures; explain and enforce departmental rules, regulations, and pertinent codes and laws.
• Prepare work schedules; review unsafe building reports; make design and inspection assignments and is responsible for the review, investigation and appropriate disposition of complaints; plan and conduct special surveys and structural investigations; determine unsafe building conditions and refer unsafe conditions for the engineering review.
• Lead structural engineering projects, taking responsibility and ownership for the project design solutions and its productive delivery.
• Schedule and prepare technical design work and specifications; supervise work of subordinates.
• Review design project progress with the support of the Director and/or Senior Director and manage resources accordingly.
• Contribute to Division- and Department-wide initiatives with respect to technical standards development and processes; recommend new policies and procedures on structural engineering related subjects; develop performance standards and ratings for professionals.
• Undertake site visits as needed.
• Ensure that stakeholder engagement is undertaken responsively to stakeholders’ needs and that stakeholder feedback is incorporated appropriately into design projects.
• Recommend and monitor Key Performance Indicators (KPIs) and measures for desired outcomes.
• Recommend metrics for determining the distribution of work.
• Provide coaching and mentoring to NYCHA staff members to facilitate staff members. Develop and approve performance standards, ratings and evaluations for consultants and staff for professional development.
• Conduct project technical/quality reviews of design and construction documents and coordinate constructability reviews of such documents.
• Review construction documents.
• Ensure that projects for which studio leader is involved meet schedules, budgets, codes and standards.

• Sign and seal engineering and other official documents.
• Represent the Architecture and Engineering Services (AES) Department at interdepartmental meetings.

NOTE: The Department of Citywide Administrative Services (DCAS) administered a civil service exam for the Administrative Supervisor of Building Maintenance title on 05/07/26. Therefore, applicants (candidates) that did not take and pass the exam will potentially not be considered; likewise, applicants not reachable on the established civil service list will potentially be in jeopardy of being replaced with an eligible civil service candidate.

ADMINISTRATIVE SUPERVISOR OF B - 10035

Minimum Qualifications

1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or 2. Education and/or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.

Preferred Skills

• PE license.
