Job summary

  • Five years of full-time satisfactory experience in planning, administering or expediting engineering design and/or construction, with two years in administrative, managerial, executive or supervisory capacity.
  • Alternative qualifications include a four-year high school diploma with nine years of relevant experience, two of which are supervisory.
  • Master's degree, law degree, or a NYS professional license may substitute for one year of experience, with the two years of supervisory requirement still needed.

  • Provide expertise in design and construction and lead a team performing facility assessments of sponsor agency portfolios.
  • Review programmatic needs, operation/maintenance requirements, and energy usage to advise on capital funding and lifecycle budgeting.
  • Define scope for diverse building designs, lead teams in building surveys, identify deficiencies and prioritize funding.
  • Coordinate with a cost estimating team to produce itemized facility assessment reports and cost estimates for budget planning.

Hours: Full-Time Position – 35 Hours

The Program Manager Will Work With The Deputy Director Of Advanced Capital Planning And The Program Manager Of Sponsor Engagement To Support the Sponsor Agencies In Planning Their Capital Needs And Address Citywide Strategic Goals For Public Buildings, Including, But Not Limited To

  • Building Conditions
  • Accessibility
  • Coastal and stormwater resiliency
  • Energy use reduction and decarbonization

Duties include providing expertise in design and construction and lead a team of experienced technical staff who perform facility assessments of sponsor agency portfolios. Through review of sponsor programmatic needs, operation and maintenance requirements, energy use, and analyses of existing building conditions, selected candidates will develop a comprehensive understanding of the capital needs of each building to advise in the preparation of future funding requests and building lifecycle budget planning. Responsibilities include defining necessary scope in the design and construction of diverse building types, especially older buildings from the 19th and 20th century, leading team(s) conducting in-depth building surveys, identifying deficiencies, and prioritizing funding. Selected candidate will work with a cost estimating team to produce fully itemized facility assessment reports and cost estimates suitable for budget planning purposes.

ADMINISTRATIVE PROJECT MANAGER - 8300B

Minimum Qualifications
  • A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.
Preferred Skills

The candidate must have a thorough understanding of current architectural/ engineering design principles and practices, the NYC Building Codes, the NYC Energy Code in particular, as well as general building design, construction, project management, and project delivery methodologies. The candidate must have excellent management skills and the ability to communicate effectively both verbally and in writing. The candidate must have prior experience in a managerial, administrative, or supervisory position. AutoCAD required, BIM preferred, LEED AP preferred. A valid motor vehicle driver’s license is required.
