Job summary

City of Garland is seeking an Assistant Director/ Streets to lead the Street Department in maintenance, construction, equipment and stormwater operations. The role balances hands-on management with strategic leadership to protect and improve pavement and drainage infrastructure.

Responsibilities include policy development, staff supervision, budget oversight, and stakeholder engagement. The position may require after-hours work to support city operations and special initiatives.

Qualifications

• 8 years of professional experience in public works design and construction.
• 4 years of management experience, preferably in a local or county government environment.
• Licensed Professional Engineer in Texas or ability to obtain within 6 months of employment.
• Or an equivalent combination of education and experience.

Responsibilities

• Leads with the Street Department director to provide leadership, strategic direction, and management of the department.
• Formulates and implements policies, procedures, and strategies aligning with city priorities.
• Selects, trains, evaluates, and supervises assigned staff.
• Oversees resources, operations, and logistics for divisions to ensure service quality.
• Establishes and monitors business performance metrics.
• Manages all phases for public works and CIP projects of varying size and complexity.
• Directs short- and long-term plans to maximize pavement and stormwater asset life.
• Coordinates development and administration of annual operating and CIP budgets and forecast funding.
• Represents department before City Council, groups, and partners.
• Provides quality service by addressing customer inquiries and concerns.
• Directs communications and outreach to raise awareness of department services.
• May work nights, weekends, and holidays to support incidents or initiatives.
