Job summary

Jobtailor in Washington, DC seeks a seasoned consultant to lead workforce transformation initiatives for the DHS Office of the Chief Human Capital Officer. You will direct teams, conduct stakeholder analyses, and drive implementation plans to deliver strategic human capital solutions.

The role requires extensive management consulting experience in human capital, strong communication skills, and the ability to build relationships across levels of government and DHS stakeholders.

Qualifications

• Must be able to obtain and maintain a Federal or DoD Public Trust.
• Bachelor’s degree.
• Seven (7) or more years of experience leading strategic human capital transformation and implementation solutions and directing the work of a team.
• Five (5) or more years of management consulting experience in human capital.
• Proficiency in Microsoft Suite applications.
• Experience consulting for the DHS.
• Excellent written and verbal communication skills across all levels of business.
• Ability to adapt quickly and develop successful professional relationships.
• Experience working in DHS.

Responsibilities

• Lead workforce transformation efforts for the Department of Homeland Security Office of the Chief Human Capital Officer organization.
• Lead teams developing strategic human capital and workforce transformation efforts and implementation plans.
• Lead and direct stakeholder analyses, including stakeholder segmentation, personas, and journey maps.
• Conduct current-state assessments, formulate recommendations, and create implementation plans.
• Lead and direct analysis of human-capital-related data and derive critical insights.
• Develop metrics to evaluate strategic human capital transformation effectiveness.
• Prepare for and lead internal and external stakeholder discussions, client meetings, and leadership briefings.
• Provide direction and technical assistance to a team of at least five in problem definition, analysis, requirements development, and implementation of complex solutions.
• Manage multiple concurrent assignments while directing team work, ensuring technical accuracy, standards adherence, and timely delivery.
• Prepare briefing materials and concise summaries communicating program status and progress to senior leaders.
