Job summary

MetaPhase Consulting is seeking a Workforce / Workload Analyst to support the FTA SHIFT initiative in Washington, DC. The role requires 5+ years of data analytics experience, Power BI expertise, and strong modeling and visualization skills.

Hybrid work arrangement with onsite engagement at FTA HQ as requested. Candidates must meet U.S. Public Trust requirements and collaborate with stakeholders to deliver data-driven staffing recommendations.

Qualifications

• Minimum 5+ years of data analyst experience.
• Experience with workforce/workload/quantitative analysis.
• Ability to develop analytical models and translate data into business recommendations.
• Strong spreadsheet and quantitative modeling capabilities.
• Experience with data visualization and dashboard development.
• Ability to document data structures, calculations, and methodologies.
• Strong communication and presentation skills.
• Ability to work with stakeholders to define analytical requirements.

Responsibilities

• Evaluate Power BI workload dashboard and data structures.
• Document office-by-office tasks and Work Breakdown Structures.
• Analyze Level of Effort assumptions and workload baselines.
• Develop methods to translate workload into staffing targets.
• Conduct workforce and staffing trend analysis.
• Realign workload models with changing organizational structures.
• Support evaluation and selection of replacement technology.
• Assist in developing and testing the replacement workload modeling tool.
• Provide data quality checks and validate model calculations.
• Create analytical documentation, data definitions, and user guidance.
• Create visualizations and executive-ready analyses.
• Support knowledge transfer and training for sustainability.
• Ensure outputs meet Section 508 requirements.
