Job summary

Jobtailor is seeking an experienced Technical Program Manager to lead cross-functional software programs in a fast‑paced environment in Pennsylvania. You will work with engineering, product, and business teams to refine requirements, define scope, and establish clear success criteria and delivery plans.

You will build integrated program plans, manage risks and dependencies, and communicate status to executives. Strong SDLC, Agile experience, and data‑driven decision making are essential.

Qualifications

• Bachelor's or master's degree in computer science, information technology, or a related technical field.
• 7-10 years of relevant experience in technical program management, ops or related roles.
• Minimum of 5 years’ experience managing the Software Development Life Cycle (SDLC) in an agile environment supporting an engineering-focused organization.
• Strong communication skills and a demonstrable ability to speak, listen, and write clearly using appropriate tools.
• Experience developing comprehensive project plans for technically focused projects or software deliverables.
• Proven track record of strong organizational skills and ability to set priorities and track work.
• Experience pulling and analyzing data to inform decisions, especially in Jira, Excel, and databases.
• Ability to explore innovative ways to address operational or organizational pain points.
• Understanding of SDLC and system architecture.
• Experience with Agile methodologies and project management tools: ServiceNow, Smartsheet, Power BI, Confluence and JIRA.

Responsibilities

• Lead cross-functional, large-to-medium technical programs spanning multiple teams or organizations.
• Collaborate with engineering, product, and business partners to refine requirements and define success criteria.
• Align delivery plans with product direction and business requirements.
• Identify and secure cross-functional participation for effective program execution.
• Build and maintain integrated program plans with milestones and dependencies.
• Identify risks and issues; define mitigation strategies and escalation paths.
• Track schedules and adjust sequencing or scope as needed to meet outcomes.
• Provide clear program status for leadership and executive updates.
• Bring structure to ambiguous problem spaces and help teams sequence work.
• Support execution tradeoffs across scope, timelines, and resourcing with documented decisions.
