Job summary

Blue Shield of CA is seeking a Technical Delivery Lead to act as the execution owner for key technology programs. You will drive planning, implementation and closure, ensuring on-time delivery and executive visibility for stakeholders.

The role emphasizes leadership, strong communication, and proficiency with AI tools to enhance delivery quality. A hybrid workplace model requires in-office presence two days per week with flexibility based on business needs.

Qualifications

Bachelor's degree or GED with 4 years of alternative experience.
7+ years in technology project or program delivery.
Ability to manage multiple initiatives in a fast-paced environment.
Financial literacy to manage project budgets.
Strong written and verbal communication for exec-facing materials.
Proficiency with AI tools and prompt engineering.
Knowledge of delivery frameworks (Agile/Scrum, SAFe, Waterfall, or hybrid).
Comfort operating in ambiguity and creating structure.
Healthcare tech experience preferred.
Familiarity with cloud modernization and platform migrations; delivery tooling experience preferred.
PM/SAFe or equivalent delivery certification preferred.

Responsibilities

Serve as on-the-ground execution owner for one or more strategic technology programs.
Drive planning, implementation, and closure with executive-ready delivery visibility.
Lead cross-functional teams to deliver initiatives on time and within scope.
Maintain cadence in a matrixed environment and drive clarity where none exists.
