Blue Shield of California is seeking a Technical Delivery Lead to drive execution and delivery across multiple technology programs, ensuring on-time, in-scope results with executive-facing visibility. You will partner with senior stakeholders, manage budgets, and apply Agile/SAFe or hybrid delivery approaches while leveraging AI tools to improve throughput and documentation.

Qualifications

• Bachelor's degree or higher; 4 years additional experience in lieu of degree acceptable.
• 7+ years in technology project or program delivery or related field.
• Experience managing multiple initiatives with competing priorities in a fast-paced environment.
• Financial literacy to maintain project budgets.
• Strong written and verbal communication with executive-facing materials.
• Proficiency with AI tools and prompting to improve delivery quality and documentation.
• Knowledge of delivery frameworks (Agile/Scrum, SAFe, Waterfall, or hybrid).
• Comfort operating in ambiguity and creating structure where none exists.
• Healthcare tech experience and cloud modernization familiarity are a plus.

Responsibilities

• Drive initiatives through planning, implementation, and closure while maintaining executive-ready delivery visibility.
• Serve as the on-the-ground execution owner for one or more strategic technology programs.
• Ensure delivery across multiple platform towers and align with stakeholders' expectations.
• Lead and mentor high-performing teams and promote continuous learning.
