Job summary

The City of High Point's Human Resources Department seeks a Talent Acquisition Business Partner to lead and oversee the city's talent acquisition function, partnering with hiring managers to anticipate workforce needs and build strong pipelines.

This role develops recruitment and employment branding strategies, guides the candidate experience from selection to onboarding, and uses data to improve efficiency, diversity, and outcomes across the organization.

Qualifications

• Bachelor's degree in HR, Public Admin, Sociology, BA, Org Development, or related field.
• 5+ years of in-house high-volume recruiting in a fast-paced environment.
• Preferred: Workday Recruiting including workflows, pipelines, analytics.
• 3+ years of experience with an ATS.
• 3+ years of supervisory experience.
• Knowledge of EEO, ADA, FLSA, E-Verify, and related laws.

Responsibilities

• Provide strategic leadership and oversight of the City’s talent acquisition function, partnering with hiring managers to anticipate workforce needs and develop talent pipelines.
• Develop and implement recruitment and employment branding strategies in collaboration with Marketing & Communications, staff, and stakeholders.
• Supervise the Talent Acquisition Analyst, setting priorities, expectations, and ensuring delivery of recruitment operational support.
• Oversee transactional recruitment activities: job postings, requisitions, offer documentation, ATS maintenance, reporting.
• Coordinate with Benefits during onboarding and ensure smooth transition from selection to onboarding.
• Advise on offers and selection, including compensation considerations and next steps.
