Job summary

ASRC Federal is seeking a Subcontracts Manager to lead a small team on the ASTROS program at Edwards AFB. The role involves end-to-end subcontract lifecycle management, strategy development, and strict regulatory compliance within a fast-moving, technical environment.

You will collaborate with program leadership, engineering, contracts, and finance to ensure timely, compliant execution of procurements, negotiate high-value agreements, and continuously improve the purchasing system fidelity.

Qualifications

• Bachelor's degree in business, supply chain, contracts, engineering, or related field; master’s preferred.
• A minimum of 7+ years in federal subcontract management, including complex technical programs.
• Strong expertise with FAR, DFARS, Agency FAR Supplements, CPSR requirements, and purchasing system operations.
• Proven ability to lead teams and manage competing priorities in fast-paced environments.
• Experience negotiating high-value subcontract agreements and resolving performance issues.
• Excellent communication skills with senior leadership and government stakeholders.

Responsibilities

• Lead and develop a small subcontract/procurement team supporting the ASTROS program.
• Oversee full lifecycle of subcontracts: planning, solicitation, negotiation, award, administration, closeout.
• Develop acquisition strategies balancing program needs, technical risk, and regulatory requirements.
• Manage high-value, complex subcontract efforts including FFP, T&M, and long-term service agreements.
• Escalate and resolve subcontractor performance issues and drive corrective actions.
• Ensure compliance with the approved purchasing system, CPSR, and related policies.
• Engage with ASTROS leadership, engineering, contracts, finance, and scheduling.
