Job summary

CAE USA Inc. is seeking a seasoned Subcontracts Program Manager to support our Defense and Security programs in Tampa, Florida.

You will develop and implement subcontract strategies, drive supplier performance, and manage the full lifecycle of high‑value contracts across multiple programs. Outstanding candidates will have 10–12 years in subcontract or program management, strong knowledge of US Government acquisition regulations (FAR/DFARS), proven cross‑functional leadership, and the ability to

Qualifications

• Bachelor’s Degree, Master’s Degree preferred.
• 10–12 years subcontract or program management experience, aerospace and defense preferred.
• Experience planning and bidding proposals or managing supplier performance.
• Knowledge of US Government acquisition regulations (FAR, DFARS).
• Demonstrated success leading cross‑functional teams.
• Strong organizational and interpersonal skills for written and verbal communication.
• Experience with CM, Risk Management, IMS, Earned Value, S&OP.

Responsibilities

• Develops supply chain and subcontract strategies that support current and future program needs.
• Coordinates with program management, business development, engineering, and leadership to implement innovations in the global supply chain.
• Provide subcontracting strategies, guidelines and SSOW review for high priority programs.
• Support program teams and subcontract administration in tracking major subcontractor performance (delivery, quality, EV).
• Develop and implement negotiation strategies that support program financial goals.
• Conduct briefings to internal/external senior leaders on supply chain and subcontract performance.
• Attend start-up and monthly reviews and document observations.
• Liaise with subcontract management to ensure alignment of tasking with performance criteria.
• Analyze subcontract performance data to identify gaps or trends.
