Job summary

The National Center for Defense Manufacturing and Machining (NCDMM) seeks a Senior Subcontract Administrator to manage cradle-to-grave subcontracting for CR, CPFF, FFP, T&M and Grants, reporting to the Finance & Compliance Director.

You will prepare/subrecipient agreements, lead negotiations, ensure compliance with FAR/DFARS and 2 CFR 200, support FFATA and audits, and coordinate with program managers to resolve contract issues.

Qualifications

• Bachelor’s degree in accounting, finance, business administration or related field with 6–10 years in federal government contracting.
• Or an Associate’s Degree with 11–15 years of federal government contracting experience.
• Experience managing subcontract types such as CPFF, CR, FFP, T&M and Grants.
• Knowledge of FAR, DFARS and 2 CFR 200 Grant regulations.
• Excellent communication, organizational and analytical skills.
• Ability to work independently and in a team.
• Proficient in Excel/Word/PowerPoint; SharePoint and Deltek Cost Point a plus.

Responsibilities

• Manage the full subcontract lifecycle for subcontract and subrecipient agreements (CPFF, CR, FFP, T&M) from initial RFP generation, cost/price analysis, negotiation, modifications, and closeout.
• Lead strategic negotiations with subcontractors/subrecipients on pricing and regulatory flowdowns (FAR/DFARS, 2 CFR 200).
• Serve as internal expert on FAR/DFARS and 2 CFR 200 Grant Regulations and flow down requirements.
• Collaborate with Program Managers on modification requests, budget changes, and scope changes.
• Review prime contracts or grants and develop Subcontract/Subrecipient agreements with required flowdowns.
• Support FFATA reporting and Yearly Subrecipient Audit Reporting tracking.
• Maintain accurate records and assist with small business tracking.
• Work independently and proactively on assigned tasks and communicate decisions.
