Job summary

NCDMM in Johnstown, PA, seeks a Senior Subcontract Administrator to manage cradle-to-grave subcontracting for CR, CPFF, FFP, T&M and grants. You will prepare agreements, negotiate terms, track progress and ensure compliance with federal regulations.

The ideal candidate brings strong communication and analytical skills, experience with FAR/DFARS and 2 CFR 200, and the ability to work independently within a fast-paced team, supporting audits and proposals.

Qualifications

• Bachelor’s degree with 6–10 years federal contracting experience.
• Experience with CPFF, CR, FFP, T&M and grants is a plus.
• Strong communication, organization and attention to detail.

Responsibilities

• Manage full subcontract lifecycle from RFP to closeout for CPFF, CR, FFP and T&M.
• Lead negotiations with subcontractors on pricing and terms under FAR/DFARS/2 CFR 200.
• Ensure flowdowns in subcontracts, NDAs, Teaming and Consultant Agreements.
• Coordinate with Program Managers for changes, budgets and scope.
• Maintain accurate records and assist with audits and FFATA reporting.
