Job summary

Salisbury University is seeking a Purchasing Manager to strengthen the procurement function by shifting resources to strategic sourcing and contract management. The role independently manages complex procurement activities, including formal solicitations and high-value transactions, and provides expert guidance to campus departments.

Reporting to the Assistant Director of Procurement, the position will supervise two Buyers and one Buyer’s Clerk, and has authority to commit University funds

Qualifications

• Bachelor's degree in business or related field.
• Five years of progressively responsible procurement experience.
• Experience conducting formal competitive procurements.
• Experience supervising procurement staff.

Responsibilities

• Manage complex procurement activities including formal competitive solicitations.
• Oversee higher-value procurement transactions and contract administration.
• Provide procurement consulting for campus departments.
• Make procurement decisions within purchasing thresholds and commit funds.
