Job summary

Salisbury University is seeking a Purchasing Manager to strengthen the procurement function by moving from transactional purchasing to strategic sourcing and contract management. You will independently manage complex procurement activities, including competitive solicitations and high-value transactions, to maximize value and ensure regulatory compliance.

Job Summary

This position exists to strengthen the University's procurement function by shifting resources from transactional purchasing to strategic sourcing and contract management. The position independently manages complex procurement activities, including formal competitive solicitations, higher-value procurement transactions, contract administration and procurement consulting for campus departments. By analyzing institutional spending, establishing strategic contracts, providing expert procurement guidance and identifying opportunities for continuous improvement, this position will help maximize purchasing value, improve operational efficiency, ensure regulatory compliance and support the University's long-term procurement objectives.

This position has the authority to make procurement decisions and commit the University to puchase goods and services that exceed the standard established threshold set by the University. Authority and Accountability Reports to Assistant Director of Procurement. This position will supervise two Buyers and one Buyers Clerk. This position is not responsible for developing or managing a departmental budget. Exercises delegated procurement authority to independently manage assigned procurement activities within established purchasing thresholds. Authorized to conduct competitive procurement processes, issue purchase orders, administer contracts, and commit University funds through authorized procurement transactions in accordance with applicable laws, regulations, and University policies.

Required/Minimum Qualifications
  • Bachelor's degree in business or related field.
  • Related experience in which one has gained the knowledge, skills and abilities required for full performance of the work may be substituted for the education requirement on a year for year basis with one year of experience being equivalent to 30 college credits.
  • Five years of progressively responsible procurement experience.
  • Experience conducting formal competitive procurements.
  • Experience supervising, training or providing formal work direction to procurement staff.
Preferred Qualifications
  • Public sector procurement experience.
  • Professional certification such as CMPA, CPSM, C.P.M., CPPB, CPPO.
