Job summary

The City of Philadelphia is seeking an External Labor Relations Advisor to serve as a strategic partner to the Mayor’s Office on organized labor issues outside City government. This role monitors labor activity, builds relationships with unions and industry stakeholders, and provides analysis to inform municipal operations and economic vitality.

The position reports to the Director of Labor and requires strong strategic analysis, stakeholder engagement, and communications skills.

Qualifications

• Bachelor's degree in labor-related field or equivalent.
• Master's degree preferred in a related field (MPA/JD/MBA).
• At least five years of progressively responsible professional experience in labor relations or related areas.

Responsibilities

• Monitor labor negotiations, strikes, lockouts, organizing campaigns, and other labor activities involving various employers and organizations.
• Assess operational and community impacts of labor actions on City services and residents.
• Identify emerging labor trends affecting workforce development and public policy.
• Provide regular labor intelligence briefings to executive leadership.
• Prepare executive summaries and strategic recommendations on labor developments.
• Develop response strategies during major labor disputes with public impact.
• Build relationships with labor unions, employers, and workforce organizations.
• Coordinate with City departments to assess operational impacts of labor actions.
