Job summary

The City of Lima invites applications for Director of Human Resources & Labor Relations. Under the Mayor, this Senior Executive leads internal workforce strategy, labor relations, employee relations, organizational development, workforce planning, compensation, and personnel administration.

Qualifications

• Bachelor's degree in HR, public administration, business administration, labor relations, organizational leadership, or closely related field.
• Five years of progressively responsible experience in public-sector HR, labor relations, employee relations, or public administration; three years supervisory or management experience.
• Experience in collective bargaining, grievance administration, public safety labor relations, and interpretation of collective bargaining agreements.

Responsibilities

• Develop and maintain internal labor relations expertise and advise on workforce strategy.
• Lead recruitment, employee development, compensation, classification, and personnel administration.
• Provide executive leadership to improve organizational effectiveness and compliance with laws and agreements.
• Collaborate with the Civil Service Board and City leadership on personnel processes and civil service rules.
• Foster a culture of professionalism, accountability, collaboration and public service across the organization.
