Qualifications

• Bachelor's degree or equivalent in HR, public administration, business or related field.
• Minimum 7 years of progressive HR experience.
• Minimum 5 years in a senior leadership or supervisory role.
• Public sector experience strongly preferred and professional HR credentials required.
• Expertise in employment law, compensation, benefits and organizational development.

Responsibilities

• Provide visionary leadership for all HR functions aligned with county objectives.
• Lead cross-functional teams and drive workforce planning and organizational change.
• Advise senior leadership on employee relations, development and policy decisions.
• Oversee recruitment, retention, performance management, and employee engagement.
• Ensure compliance with employment laws, regulations and collective bargaining agreements.
