Job summary

County of Culpeper is seeking a Procurement Director to oversee the County’s procurement operations, ensure VPPA compliance, and align purchasing activities with departmental priorities.

You will lead procurement staff, develop solicitations (IFBs, RFPs, RFQs), negotiate high‑value contracts, and provide budgetary input while building transparent vendor relationships across departments. This role reports to County leadership and supports fiscal responsibility and operations.

Qualifications

• Bachelor’s degree required in a relevant field.
• Minimum 6 years of procurement experience, preferably in local government.
• 3 years of supervisory experience preferred.

Responsibilities

• Supervises procurement staff and evaluates performance.
• Develops, reviews, and approves solicitations (IFBs, RFPs, RFQs), contracts, amendments, and task orders.
• Ensures VPPA compliance and public transparency across procurement activities.
• Negotiates high-value procurements and builds strong vendor relationships.
• Monitors procurement activity, spend, and performance metrics; reports to leadership.
