Job summary

Regional Transportation District (RTD) is seeking a professional Buyer to perform procurement for capital, equipment, materials, small construction, IT/software, and services. You will issue solicitations, manage contracts, and coordinate purchase orders, while adhering to RTD and regulatory requirements.

Minimum three years of procurement experience, preferably in public sector, with strong negotiation and analytical skills.

Qualifications

• Knowledge of public procurement solicitations, contracts and management.
• Effective negotiation skills required.
• Ability to research, analyze and evaluate information.
• Proficient with Microsoft Office Suite and computerized purchasing systems.
• Ability to manage and maintain strong internal and external relationships.
• Ability to communicate effectively, orally and in writing.
• Ability to manage time and workload with attention to detail.
• Or an equivalent combination of education, experience, knowledge, skills, and abilities.

Responsibilities

• Review and analyze purchase requisitions for procurements; values vary up to $1,000,000.
• Collaborate with stakeholders on requirements, specs, costs, and delivery schedules.
• Develop procurement strategies for solicitations and contracting actions.
• Prepare solicitation documents (RFQ/IFB/RFP) and manage bid processes.
• Solicit, analyze, and evaluate quotations; recommend award of contracts/POs.
• Chairs bid/pre-proposal conferences and evaluation committee meetings.
• Enter data into Oracle Purchasing System and contract database.
• Maintain solicitation and contract files; support training as needed.
