Job summary

Nebius is seeking a Public Affairs Specialist to lead and coordinate Nebius' public affairs strategy in Finland. The role involves engaging national authorities, regional and local stakeholders, and regulatory bodies to support investment in AI infrastructure and related initiatives.

You will work across Nebius sites in Finland, including Mäntsälä and Lappeenranta, traveling to engage with government offices, municipalities and universities, and translating policy developments into actionable

Qualifications

• Must-have: at least five years in public affairs, government relations, public policy, political advisory or external relations.
• Finnish government engagement experience with knowledge of decision-making in national bodies.
• Proven capability to operate at national, regional and local levels and connect strategy with delivery.
• Experience in technology, AI, cloud infrastructure, data centres, energy, telecom or other regulated infra sectors.
• Excellent political judgment, discretion and stakeholder presence; strong writing and presentation skills.
• Fluency in Finnish and English to prepare policy materials and represent Nebius in both languages.

Responsibilities

• National government engagement: support Nebius' public affairs strategy with leadership engagement and policy support.
• Regional and local engagement: coordinate with Nebius sites, mayors, universities and communities to drive local initiatives.
• Infrastructure and regulatory support: address issues around data-centre development, grid access and environmental requirements.
• Strategic advocacy and coalitions: develop positions on AI infrastructure, cloud and energy policies, build partnerships with industry bodies.
• Executive advice and internal alignment: provide concise briefings and coordinate with cross-functional teams.
