Job summary

SAIC is seeking a visionary Management Volume SME & Strategist to architect and direct management solutions for critical pursuits. This hybrid role is based in Reston, VA and partners with Program Managers, Capture Managers, and Executive Leadership to de-risk delivery and shape a modern PMO.

The ideal candidate will be a GovCon capture veteran and operational visionary who can translate complex RFPs into low-risk, high-velocity wins, leading writers and SMEs to bring the management vision to

Qualifications

• 15+ years in government contracting with program management, capture, or proposal leadership
• 8+ years direct management volume strategy for competitive proposals valued at $500M+
• US Citizenship with the ability to obtain Secret clearance
• Proven win record where management approach was a key discriminator

Responsibilities

• Architect end-to-end PMO structures, organizational designs, governance models, and execution methodologies
• Engineer risk management frameworks with quantitative analysis and predictive modeling
• Lead management volume strategy from capture through submission, establishing win themes and discriminators
• Collaborate with writers, SMEs, and designers; participate in solutioning sessions and architecture reviews
• Mentor management volume strategists and writers; maintain reusable architectural patterns
