Job summary

Jobtailor seeks an senior leader to architect end-to-end PMO structures, governance, and risk management for high-value government contracts. You will drive capture from strategy through submission, mentor teams, and refine win themes with cross-functional partners in DoD, IC, and civilian pursuits.

You will translate customer intelligence into executable design decisions, manage stakeholders, and lead competitive positioning efforts, with a track record of multi-hundred-million-dollar wins.

Qualifications

• Requires advanced program management and capture leadership with a proven win record in DoD/ic/government contracts.
• Extensive experience in proposal development, evaluation criteria interpretation, and competitive discrimination.
• Strong stakeholder management and cross-functional collaboration with writers, SMEs, and designers.

Job description

• Architect end-to-end PMO structures, organizational designs, governance models, and execution methodologies tailored to each opportunity
• Develop stakeholder management frameworks and communication strategies
• Engineer risk management frameworks using quantitative analysis, predictive modeling, and automated early-warning systems
• Lead management volume strategy from capture through submission
• Establish win themes, discriminators, and ghost strategies with Capture and Business Development
• Synthesize customer intelligence into management solution design decisions
• Collaborate with Competitive Intelligence on competitive positioning strategies
• Advise on evaluation criteria interpretation and scoring maximization strategies
• Collaborate with LSA on solutioning for cohesion across volumes
• Provide strategic guidance to writers, graphic designers, and SMEs
• Lead or participate in solutioning sessions and architecture reviews with cross-functional teams
• Serve as the authoritative voice in color team reviews and make final strategic decisions
• Develop next-generation management frameworks and reusable architectural patterns
• Maintain competitive intelligence and analyze proposal debriefs to refine methodology
• Mentor management volume strategists and writers

Requirements

• Bachelor's degree in engineering, Technical Writing, Business, Finance, Project Management, or a related discipline and 18+ years of experience, or a Master's degree and 16+ years of experience, or a PhD or JD and 15+ years of experience
• An additional 4+ years of experience may be considered in lieu of a degree
• 15+ years in government contracting with program management, capture, or proposal leadership experience
• 8+ years of direct management volume strategy for competitive proposals valued at $500M+
• Demonstrated program management background with deep operational understanding across IT, Engineering, Cloud, and other domains
• Proven win record where management approach was a key discriminator
• Must be a US Citizen with the ability to obtain a Secret security clearance
• Preferred: PMP, PgMP, and/or APMP Professional certification
• Preferred: Experience across DoD, IC, and civilian agency pursuits and track record on $1B+ single-award wins
• Preferred: Prior Capture Manager experience; Six Sigma, ITIL, Agile, or equivalent credentials
• Preferred: Experience with AI/ML, cloud migration, digital transformation, or DevSecOps programs
