Job summary

ICF in Reston, VA is seeking a Proposal Solution Architect to lead development and writing of compliant technical solutions for DoW and federal pursuits.

You will author major sections, guide SMEs, and ensure solutions are secure, affordable, and deliverable while coordinating across capture, pricing, security, engineering and proposal teams. Strong writing, facilitation, and technical judgment are essential; travel to client sites may be required.

Qualifications

• Bachelor's degree or higher in a technical discipline.
• 10+ years leading and architecting enterprise software systems.
• 5+ years solution/enterprise architecture within DoW.
• Experience supporting Federal/DoD capture and proposal efforts.
• Experience writing substantial technical proposal content, including technical approaches.
• Experience leading a DoW IL-4+ ATO process for a $10M+ project.
• US Citizenship required for federal contracts.

Responsibilities

• Lead technical solutioning for DoW/federal captures from qualification through proposal submission.
• Serve as primary technical author or technical-volume lead for proposals.
• Develop proposal storyboards, outlines, and content guidance.
• Create win themes, discriminators, value propositions with leaders.
• Lead solution workshops with architects, engineers, cybersecurity specialists, and SMEs.
• Produce architecture diagrams, data flows, deployment models, and operational concepts.
• Incorporate staffing, schedules, risks, and basis-of-estimate with pricing.
• Participate in color reviews to improve clarity, compliance, and persuasiveness.
• Support customer meetings, white papers, and oral proposals.
• Apply knowledge of NIST controls and ATO processes when developing proposals.
