Job summary

Voith Hydro in York, PA is seeking a Project Procurement Manager to lead end-to-end procurement activities for assigned projects, coordinating with Project Management, Engineering, Strategic Sourcing and others to meet schedules, budgets and contract requirements.

The role develops sourcing strategies, leads RFQs/bid packages, evaluates suppliers, negotiates POs/subcontracts, and manages supplier performance while reporting KPIs to leadership. Domestic and international travel may be required.

Qualifications

• Bachelor's degree in a related discipline.
• 8–12 years of progressive procurement or supply chain experience including project leadership.
• Experience with engineered-to-order (ETO), EPC, hydroelectric or capital equipment projects.
• Strong background in commercial negotiations, supplier management, and contract administration.
• Experience working in matrix organizations with multiple stakeholders.
• Knowledge of ERP systems such as SAP, Oracle, IFS or Microsoft Dynamics.

Responsibilities

• Lead end-to-end procurement activities for assigned projects from handover to closeout.
• Develop project procurement plans, identify long-lead items, and manage supply constraints.
• Lead RFQs, bid packages, tender processes, and supplier solicitations.
• Coordinate technical and commercial bid evaluations with cross-functional teams.
• Negotiate and execute POs and subcontract agreements, including terms and warranties.
• Monitor supplier performance, manage changes, and mitigate procurement risks.
• Provide procurement reporting, KPIs, and cost insights to leadership.
