Job summary

Premier Enterprise Solutions seeks a highly skilled Program Manager to support the DC3 contract and provide overall management, direction, and oversight of contractor and subcontractor personnel. This role serves as the primary interface between the Government and the Contractor, ensuring requirements are executed in accordance with the PWS and government directives.

Qualifications

• Bachelor's degree in Business Administration, Management, Information Technology, Engineering, or related field.
• PMP certification required.
• 10+ years of program management experience in large, complex environments.
• 5+ years of manpower forecast/workforce planning for diverse skill sets.
• Experience with financial management, performance monitoring, and contract oversight in federal or complex mission-focused settings.

Responsibilities

• Serve as primary point of contact between Government and Contractor for all contract-related matters.
• Provide leadership and oversight of contractor and subcontractor personnel under the contract.
• Ensure contract requirements are met per the PWS, regulations, and Government directives.
• Develop and implement program management processes, procedures, and performance tracking.
• Facilitate communication between Government stakeholders and project teams to ensure transparency and alignment.
• Monitor schedules, deliverables, staffing, risks, and performance for successful execution.
• Lead workforce planning, resource allocation, and skill requirement identification.
• Oversee contract financial performance, including budgeting and funding utilization.
• Document program activities, milestones, and status using project management methodologies.
• Identify and mitigate potential contractual or staffing challenges with Government involvement.
