Job summary

PSCI-LIA seeks a Program Manager to lead a 16-person team providing administrative and analytical support to the Army Continuing Education Division and related offices. You will be the primary contractor contact for the CO and CO’s Representative, accountable for contract performance, quality, and deliverables.

You will coordinate with Army agencies, review all deliverables, and drive process improvements while maintaining staff qualifications and security requirements.

Qualifications

• Bachelor's degree in education services, business administration or management, workforce development or a related field, AND six to eight years of experience in education and training; OR
• Experience managing large scale government projects and familiarity with government policies and procedures

Responsibilities

• Plan, execute and control all contract activities to meet performance standards
• Lead the 30-day phase-in: hire/train staff, security processing, equipment accountability
• Review and approve every deliverable before submission (e.g., Monthly Status Report)
• Own the Quality Control Plan and Contractor Consolidated Plan; respond to a Contract Discrepancy Report within 10 business days
• Run the daily huddle and suspense register; reset priorities within 24 hours of government change
• Lead the monthly In Process Review with the COR; present workload, risks, staffing, improvements
• Ensure staff meet qualification, training (AT Level I, OPSEC, Cyber Awareness, PII) and background requirements
• Coordinate with HRC, T2COM, Joint Services Transcript office, DMDC, DLI and Army agencies
• Recommend realistic process improvements to save time or cost
