Job summary

INNOVIM is seeking a Program Controls / R2O2R Analyst to support NOAA ProTech Weather Agile Program and Project Management Services. The role focuses on authoritative program-controls data, risk management, and KPI reporting to inform government decisions.

The analyst will oversee capacity and financial visibility, governance of the roadmap, and single-source reporting while coordinating with federal stakeholders in a dynamic contracting environment.

Qualifications

• Bachelor's degree in business, management, or related field.
• Eight to ten years in a related program-controls, budget, or business-analysis area with ability to review, analyze, and evaluate business systems and user needs.
• Proficiency with financial and reporting tools and with the Government-provided tracking platform.

Responsibilities

• Ingest Government-provided FTE, assignment, and quarterly financial data; track obligations and expenditures against plan with trend analysis; flag resource contention.
• Maintain the Program Risk Register, updated at least biweekly, with condition, consequence, probability, impact, mitigation, owner, and trend.
• Baseline and report program KPIs (dependency age, impediment age, milestone predictability, R2O2R movement, flow, decision latency).
• Maintain the Living Program Roadmap data and the Dependency Register with age monitoring and roadmap links.
• Track transition candidates, required evidence, receiving organizations, and gates by stream.
• Capture information once at the lowest level and reuse it across recurring deliverables to prevent conflicting status.
