Job summary

RIVA Solutions, Inc. seeks a Senior Financial Control Analyst to serve as SME and govern financial operations for the NOAA NEITS program. The role develops financial processes, assesses controls, and provides deep-dive analysis across federal business operations and performance.

Work closely with leadership and Finance, Risk, Audit, IT, and program management to build scalable financial models, forecasting, and executive reports, ensuring compliance and remediation when required.

Qualifications

• U.S. Citizenship with ability to obtain and maintain a Public Trust clearance.
• Bachelor's degree in Business, Finance, Accounting, Public Administration, Information Systems, or related field.
• Minimum 8+ years of professional experience, preferably supporting Federal programs in program control or financial analysis.
• Experience with Federal contract constructs (CLIN, FFP, T&M).
• Experience with financial planning, forecasting, tracking, burn-rate, variance analysis, and reporting.

Responsibilities

• Support line-of-business partners to ensure adherence to financial reporting governance and control policies.
• Analyze control gaps, evaluate deficiencies, and provide remediation recommendations.
• Coordinate with external auditors and internal IT audit teams on control matters and remediation.
• Evaluate data management, control effectiveness, system performance, and corrective fixes.
• Create governance dashboards, management reports, and executive-level reporting.
• Assist in budgets, forecasts, cash-flow projections, and financial models; advise on assumptions and risk.
• Support executive reporting, variance and burn-rate analysis, and performance dashboards.
• Analyze alignment among labor, contract scope, CLIN structure, funding, and program performance.
• Track deliverables, milestones, funding, and compliance; advise leadership on issues.
• Assess enterprise risk exposure and suggest mitigation strategies.
• Coordinate among technical, finance, contracts, and program teams; enhance transparency.
• Advise on financial systems/tools usage (Smartsheet, Excel, enterprise platforms).
