INNOVIM is seeking a Program Manager to support the NOAA ProTech Weather Agile Program and Project Management Services. This position is contingent upon award of the contract.

The Program Manager holds full responsibility and authority for performance of the task order, serving as INNOVIM's single accountable point of contact to the Contracting Officer and the Contracting Officer's Representative, directing the program-management organization across all four Moonshot focus areas, and ensuring

Qualifications

• Education: Bachelor's degree in business, management, or related field.
• Ten+ years of programmatic and strategic portfolio or IT program management.
• Five+ years managing Federal contracts or project teams.
• PMP certification with in-depth PMBOK knowledge.

Responsibilities

• Own task-order accountability for cost, schedule, quality, and personnel performance.
• Serve as the authorized point of contact to the CO and COR; route contractual matters accordingly.
• Approve and deliver Monthly Program Status Report and align with the IDIQ Monthly Task Order Status Report; present exception-oriented leadership briefings.
• Own risk escalation; escalate high-impact risks to the COR and Technical Points of Contact; approve the Administrative Contingency Plan.
• Own quality control aligned to ISO 9001:2015 practices; approve high-visibility deliverables before release; direct Contract Discrepancy responses within the required windows.
• Manage staffing, substitutions, telework, security processing, and cross-training so continuity is preserved through planned and unplanned changes; ensure compliance.
