Job summary

IEHP is seeking a seasoned Procurement professional to shape and execute strategic sourcing, contract negotiations, and vendor management that align with our mission and regulatory requirements. You will lead complex procurements, supervise staff, and ensure fiscal discipline across the life cycle of high‑value contracts.

Ideal candidates will bring 6+ years in procurement, management experience, and a degree in a related field with preferred certifications.

Qualifications

• Six (6) years of professional procurement and contracts experience in a Procurement Department or Agency, including solicitations, bid evaluations, contract negotiation, and development of multi-year or high-value agreements.
• Supervisory/lead capacity experience required.
• Bachelor’s degree from an accredited institution; degree in Procurement, Business Administration, Economics, or related field preferred.
• In lieu of the degree, a High School Diploma plus three Procurement Training Certifications from recognized professional orgs within the last three years.
• Public Agency experience at Federal, California State, or County/City level preferred.
• CPM or CPSM certification by ISM and Six Sigma certification desired.

Responsibilities

• Formulate goals aligned with IEHP’s Strategic Plan and Mission, Vision and Values in procurement contexts.
• Analyze data and issues to apply problem-solving and sound judgment in managing public resources.
• Oversee planning of procurement activities, evaluations, negotiations and renewals; address invoice issues.
• Demonstrate expertise across procurement life cycle from solicitations to contract administration.
• Develop and maintain contract/bid files and distribute documents.
• Ensure compliance with policies and regulations, including vendor screening and sanction checks.
• Ensure fiscal compliance on all procurement activities.
• Negotiate complex contracts outlining deliverables, terms, pricing, and obligations.
• Advise management on contractual rights/obligations with Legal oversight.
• Drive process improvements in procurement and supply chain operations.
• Collaborate with stakeholders and Legal to resolve procurement questions.
• Lead highly complex solicitations and oversee bid/contract work to meet timelines.
• Apply procurement law and best practices in drafting, reviewing, and enforcing contracts.
• Train staff on policies and provide guidance/feedback.
• Support performance evaluations and resource allocation with leadership.
• Participate in interview selections and vendor due diligence.
• Investigate disputes and develop corrective action plans.
• Coordinate with business units to improve processes.
• Assess use cases and costs around budgets, data security, and legal considerations.
• Support ongoing Health Plan operations.
