Job summary

WMATA is seeking an experienced Procurement Manager to lead strategic sourcing and category management for a major public transportation system. You will develop sourcing strategies, oversee high-value procurements, negotiate contracts, and drive supplier performance to optimize spend and efficiency.

The role requires leadership of procurement professionals, collaboration across programs, and the ability to deliver innovative procurement solutions that support WMATA's mission and long-term

Qualifications

• Bachelor's degree in business administration, public administration, or a related field.
• In lieu of a bachelor’s degree, a high school diploma or GED with four years of progressive procurement leadership in large public programs will be considered.
• Minimum of ten years of progressive procurement leadership in large public programs.
• Advanced training in supply management, public procurement and contract negotiation.
• Must obtain a recognized procurement certification within two years of hire.
• Preferred: CPCM, CPPO, CPPB, NIGP-CPP, CPSM.

Responsibilities

• Develops and implements the sourcing strategy for designated categories in line with the department strategy, driving cost savings and spend optimization.
• Acts as subject matter advisor for assigned category, developing category strategies with management and SMEs.
• Oversees competitive bid/proposal, contract development and negotiations, risk assessment, and supplier relationships.
• Optimizes internal processes, workflows, and interfaces to improve category productivity and efficiency.
• Ensures suppliers are managed through strategic sourcing, KPIs, SLAs, and contract management.
• Leads category teams focusing on performance of strategic procurement and vendor management.
• Provides input and enforces compliance with Authority procurement policies and procedures.
