Job summary

Washington Metropolitan Area Transit Authority (WMATA) seeks an experienced Procurement Manager to lead strategic sourcing and category management for a major public transportation system. You will develop sourcing strategies, oversee high-value procurements, negotiate contracts, manage supplier performance, and drive cost savings while aligning with WMATA objectives.

Qualifications

• Complete knowledge of the procurement cycle including source selection, price/ cost analysis, negotiation, award justification, vendor management and documentation.
• Thorough knowledge of category management and development of data-driven strategies based on market intelligence.
• Knowledge of government procurement practices, advertising, negotiated procurements, contract law, and cost/price analysis.
• Knowledge of applicable Federal, State and local laws and WMATA procurement regulations.
• Knowledge of WMATA policies, HR policies, labor contracts, and agreements.
• Ability to rapidly acquire WMATA policy knowledge as needed.

Responsibilities

• Develops and implements sourcing strategies to increase productivity and cost savings.
• Advises on category management plans with visibility on risks and total cost of ownership.
• Oversees competitive bids, contract development and negotiations.
• Optimizes internal processes and workflows to improve productivity and spend metrics.
• Ensures supplier performance via KPIs, SLAs, benchmarking and contract management.
• Leads category teams and coordinates with programs to align sourcing strategy.
• Complies with WMATA procurement policies and enforces governance.
• Imposes sanctions on vendors for contract breaches.
