Job summary

WMATA is seeking an experienced Procurement Manager to lead strategic sourcing and category management for a major public transportation system. You will develop sourcing strategies, oversee high-value procurements, negotiate contracts, manage supplier performance, and drive continuous improvement across the procurement organization to deliver value and mitigate risk.

You will mentor procurement professionals and build strong supplier relationships to ensure reliable service delivery and cost

Qualifications

• Complete knowledge of the Procurement cycle including source selection, price/cost analysis, negotiation, award justification, vendor management and documentation.
• Thorough knowledge of category management and data-driven category strategies based on market intelligence.
• Knowledge of government procurement principles, including federal/state/local laws and WMATA regulations.

Responsibilities

• Develops and implements the sourcing strategy to increase productivity, identify cost savings, and optimize spend.
• Oversees bids, contract development, negotiations, risk assessment, and ongoing supplier relationships.
• Leads supplier performance management with KPI and SLA frameworks.
• Ensures compliance with WMATA policies and conducts vendor sanctions when needed.
