Qualifications

• Strong knowledge of procurement principles, contract law, and federal grant regulations, including 2 CFR 200 (Uniform Guidance).
• Excellent verbal and written communication with ability to draft contracts and correspondence.
• Ability to manage multiple procurement activities with deadlines and accuracy.
• Experience drafting, reviewing, and negotiating contracts or agreements.
• Familiarity with vendor risk management frameworks and tools.
• Working knowledge of federal procurement regulations, including 2 CFR 200.

Responsibilities

• Manage the full lifecycle of outgoing subawards, contracts, and subcontracts from initiation through closeout.
• Draft, negotiate, and finalize RFPs, agreements, and contracts in coordination with stakeholders and vendors.
• Conduct solicitation management activities and facilitate vendor selection.
• Perform vendor and subrecipient risk assessments and monitor compliance.
• Develop and update procurement policies aligning with federal and organizational requirements.
• Maintain accurate procurement records and contract files.
• Coordinate with Finance, Legal, and program teams to align procurement with grants.
• Support audits by preparing required procurement documentation within timelines.
• Represent CITC professionally in negotiations and communications.
